The Supreme Council is the sovereign governing body of Mandatum, composed of three members with the rank of Magnus Magister: Grand Knight, Deputy Grand Knight, and Custos Secretorum. It exercises the supreme executive authority, the Jus Honorum, and the strategic direction of the Order.

Primary function is to ensure compliance with the Statutes and foundational purposes, making unanimous decisions on policy, missions, finances, and high-level appointments. It acts as the highest administrative, judicial (as the final court of appeal), and representative authority, embodying the institutional sovereignty of the Order before the world. Preserving Tradition, Neutrality, and operational effectiveness is its essential mandate.

Grand Knight (Magnus Eques)

The Grand Knight (Magnus Eques) is the President and highest representative authority of the Supreme Council of Mandatum. As primus inter pares, he presides over the sessions of the sovereign government, personifies the unity of the Order, and serves as its principal emissary to states, international organizations, and dignitaries. He holds the highest lifelong rank (Magnus Magister) and embodies executive sovereignty, directing the global strategy with the unanimous consensus of the ruling Triad.

Grand Adjutant Knight (Magnus Eques Adiunctus)

The Deputy Grand Knight (Magnus Eques Adjunctus) is the Vice President of the Supreme Council and the second-highest authority of the Order. His primary function is to assist and substitute for the Grand Knight in case of absence or incapacity. He operates as the internal executive coordinator, overseeing the implementation of Supreme Council decisions, operational logistics, and administrative efficiency. Traditionally, he also supervises the Treasury of the Order, ensuring transparent and strategic financial management. He is an essential pillar for governmental continuity and the effective execution of Mandatum’s sovereign mission.

Keeper of the Secrets (Custos Secretorum)

The Custos Secretorum is the Secretary General of the Supreme Council and the third member of its sovereign triumvirate. He acts as the guardian of the Order’s seals, minutes, and confidential documents, is the highest authority for internal information security and compliance with confidentiality agreements, and channels official communications. Additionally, he holds authority over the design of insignia and decorations and supports the direction of institutional protocol and ceremonial, ensuring the integrity, authenticity, and continuity of Mandatum’s acts of governance.

Mission Statement

The Supreme Council does not govern by power, but by principles. Our sovereign authority exists to serve an immutable mandate: to defend Human Dignity with absolute Neutrality, to guide with unbreakable Transparency, and to recognize only Merit. Every decision, from an investiture to a humanitarian mission, is a reflection of this foundational promise.

Unanimity

The strength of the Supreme Council lies in its consensus. No strategic decision is valid without the unanimity of its three members. This sacred requirement ensures that every action undertaken by Mandatum is the product of exhaustive deliberation, collective wisdom, and an unshakable commitment to the greater good of the Order and the causes it serves.

Continuity

The continuity of sovereign government is assured. Should a position on the Supreme Council become vacant, the Magnus Magister College—the body of all Magnus Magisters—is immediately convened to elect, by vote among its peers, the successor who will fill the office for the remainder of the term, guaranteeing uninterrupted stability and legitimacy.

The decisions of the Supreme Council bear the Dry Seal of the Order, safeguarded by the Custos Secretorum. This seal is the physical and indelible mark of our institutional sovereignty, authenticating every proclamation, appointment, and treaty. Where this seal is, there is the executive will of Mandatum.
