Who is Mandatum?
We are Mandatum (Ordo Supremus Pro Causis Humanitariis), an international, autonomous, non-profit Order. We are defined by an unwavering commitment to serve humanity, deeply rooted in tradition and a clear sense of purpose.
Our Identity and Character We reaffirm ourselves as an organization of a chivalric and merit-based character. In our Order, access and recognition are granted exclusively based on excellence, service, and the personal integrity of our members. We keep the Jus Honorum and the vocation of limitless service alive.
Our Humanitarian Mission Our supreme purpose is humanitarian. We work actively to promote peace, international cooperation, and integral human development, focusing on four vital areas:
- Health.
- Education.
- Housing.
- Ecology.
We believe that solidarity is the engine of human progress. Therefore, we dedicate ourselves to social development and collective well-being, seeking innovative solutions that empower vulnerable communities and restore autonomy and dignity to individuals.
Our Immutable Principles To guarantee efficacy and trust in our global operations, we are governed by firm values:
- Neutrality: We abstain from participating in political, racial, or ideological controversies, allowing us to intervene in crises without prejudice.
- Impartiality: We provide assistance based solely on real need, without distinction of race, creed, or nationality.

Our Moral Foundation Our values are founded on Catholic, Apostolic, and Roman traditions, which drive our moral duty to defend the dignity of every human being. However, our religious confessional identity is not a barrier, but an ethical foundation: we welcome individuals of all confessions and beliefs who share our unwavering dedication to service.
Is it a private or governmental agency?
Mandatum is neither a commercial private agency nor a governmental branch of a State. We are a Dynastic and Humanitarian Order with the Right of Own Sovereign Status operating under a unique dual legal regime, designed to guarantee both our modern operational efficacy and our historical dignity.
According to our Sovereign Statutes, our nature is defined as follows:
- Subject of International Law (Sovereign Nature): In essence, Mandatum is a sovereign and independent institution (Art. 4), endowed with its own international legal personality. This means we do not depend politically on any government. We relate to States that recognize us on an “equal footing” through our own Diplomatic Corps (Ambassadors and Consuls), exercising our historical right to self-determination and neutrality in conflicts.
- Non-Profit Civil Entity (Operational Nature): To comply with modern standards of transparency and financial management, we voluntarily adopt the legal form of a Non-Profit Corporation. This allows us to operate in the real economy with total legality, manage auditable accounts, and comply with international fiscal regulations (such as those of the IRS), ensuring that every resource destined for our humanitarian missions comes from clear and transparent sources.
Our Bidirectional System: Thanks to this dual nature, we possess unique flexibility:
- Diplomatic Channel: Where we are recognized as Sovereign, we act through Ambassadors to sign high-level treaties and alliances.
- Civil Channel: Where we operate under national laws, we act through Chancelleries, integrating into civil society as a prestigious humanitarian organization.
In conclusion: Mandatum has the legal and financial structure of a modern NGO to be efficient and transparent, but the soul, hierarchy, and diplomatic status of a Sovereign Order to be influential and neutral.
What is a Sovereign Order?
A Sovereign Order is an institution that possesses the status of a Subject of International Law (international legal personality), which allows it to act on the global stage with rights and duties similar to those of a State, despite not possessing a physical geographic territory.
It is a sui generis legal figure (unique in its kind) characterized by possessing Functional Sovereignty rather than Territorial Sovereignty. This means its sovereign power is not exercised over land, but over its own structure, its members, and its global humanitarian mission.
Main Characteristics:
- Independence: It is not subordinate to any other State or government. It has full autonomy to govern, legislate, and administer its resources.
- Diplomatic Capacity: It has the right of active and passive legation; that is, it can send ambassadors and receive diplomats, as well as sign international treaties, cooperation conventions, and bilateral agreements with governments.
- Neutrality: As it has no territorial, national economic, or geopolitical interests to defend, a Sovereign Order acts as a neutral and impartial actor, focused exclusively on humanitarian well-being.
The Historical Example: The Sovereign Order of Malta The most prominent and globally recognized example is the Sovereign Military Order of Malta (SMOM).
- Status: The international community recognizes its sovereignty due to its uninterrupted humanitarian work.
- Current Recognition: Today, the Order of Malta maintains bilateral diplomatic relations with over 115 States and the European Union.
- Presence at the UN: It holds Permanent Observer status at the United Nations, demonstrating that the international system accepts and values the existence of Sovereign Orders as key actors for humanitarian diplomacy, separate from any specific country.
In summary: A Sovereign Order is a “State without borders” dedicated to service. It is an entity that utilizes the privileges of sovereignty (diplomacy, immunities, treaty-making capacity) not to exercise political power, but to facilitate and protect the delivery of humanitarian aid efficiently and directly.
